Capital East Phase One Leaseholder Association - About Us
Formed in late 2020 by a group of like-minded owners/residents determined to have a say in how over £ 1.3 million of our service charges are spent every year.
Having secured the consent of over 60% of owners, we approached the freeholder via our managing agents for formal recognition under the Landlord & Tenant Acts 1985 & 1987. We were granted this on the 22nd of March 2021.
Those owners subsequently voted to appoint a managing committee of, currently, six members to represent their interests in accordance with a comprehensive, written constitution. Committee members serve for twelve months and are unpaid volunteers.
The committee meets bi-monthly. A draft agenda is published ahead of each meeting to all members, who are invited to propose items for that agenda. Minutes are published to all members after each meeting.
The work of the committee covers all aspects of life at Capital East Phase One, from how our service charges are spent and the preservation and enhancement of the value of our investment to the quality of service we receive from our managing agents and other third-party contractors, the security of the development and the rights of our owner-occupier members and all other residents to enjoy peaceful use of their properties.
Our annual AGM is held in April, to which all members are invited. CEPOLA is a member of the Federation of Private Residents’ Associations (FPRA) www.fpra.org.uk. A not-for-profit advice, support and lobbying organisation for private residential leaseholders and residents’ associations.
In 2023, the CEPOLA Committee consulted the Membership on their appetite to move to Right To Manage as a way of allowing CEPOLA Members and the broader leaseholder community to take charge of key decision-making, as well as acquiring the ability to control who is appointed as their managing agent. Having secured a mandate from members at the April 2024 AGM to move to RTM, a short list of six managing agent candidates was presented and voted upon by Members, with HAUS Block Management emerging as the choice to take over upon conclusion of the successful move to RTM.

Huw Evans (Chair)
I retired a few years ago from a career in banking, having lived overseas for almost twenty years prior to returning to the UK.
I’m married to Vicki and we have three grown up daughters, but no grandchildren…yet.
We have owned at Capital East since 2014, becoming residents in 2016. I sit on the boards of a couple of banks as a non-executive director and do some consultancy work, just to keep my hand in.
In my spare time I enjoy sailing, scuba diving, reading about politics and ‘ducking and diving’ continuous demands for money from my daughters. I’m actually getting quite adept at it.

Pratap Menon
I have been a management consultant in the City for c.14 years and also enjoy executive coaching, board advisory roles, apart from being a Director of an academy for leadership and self-development skills.
My wife Arpita is a Visual Effects artist for Hollywood films and a certified vegan chef, so she certainly has a more colourful life than mine! We have been leaseholders in Capital East since 2017, and have grown to enjoy living by the beautiful water-side.
My interests are around holistic health and well-being, and I explore this via martial arts, mindfulness practices and plant-based nutrition.

Malik Amin Rubio
I am relatively new to Capital East, and delighted to have found my ‘home’ here. I have lived in Royal Victoria for the better part of 5 years now, finally purchasing here in 2022.
I work for a major technology company focused on people resourcing, leading a team that spans across 4 countries in Europe. (Note I look after things like labour law and optimisation of schedules, so definitely cant fix a computer!). Outside of work you’ll find me dancing and teaching Latin social dance like Salsa and Bachata.
I wanted to be part of this committee to help our development continue to be a wonderful, inclusive and residents focused place to live. I hope I can help.

Adam Millican
I’m a software engineer working in big finance, and I’ve been living and working in London for about 7 years now.
I moved to Capital East in October 2023, and this was my first property purchase so I’ve had a lot to learn, but I want to make the most of it.
Outside of work I like to write, travel, and play various types of games. I’ve also held event organising and community supporting voluntary roles in a membership organisation for some time now, for events running all over Europe.

Kiyal Patel
I’m an Accountant by trade and pivoted into Finance & Portfolio management in the Real Estate Investment space over 2 years ago.
I hold a Masters in Pharmacy, so I have a bit of a mixed background. I recently moved to Coral apartments in March’24 and I’m in love with the views it has to offer, as well as the surrounding area.
Outside of work I enjoy travelling and pretty much anything active (skydiving, scuba diving, muay thai, and golf to name a few).
I love to cook and also eat to my heart’s content, so I really don’t have much of a choice but to be active..
Contrary to the picture, I love dogs and am not the biggest fan of cats!
